Kansas STAR Bonds. What are they? How do they work?

 

The Kansas Transparency Database Explorer details all of the economic development incentive programs administered in Kansas — and is updated twice a year. As we continue to update and improve the database, we will meet our primary goal which is to provide data in real time so the status of every project is current and accurate. When a business is looking to locate or grow in Kansas, the Kansas Department of Commerce works with them on incentives and other support they might need to create new jobs and capital investment in our state.

So, if you are wondering what state incentive programs were used to bring a new business to your community or to see how these incentives are used to support projects across our great state, this is the place to find that information. You can look for projects by company name or by Kansas county. You also can search for details on the use of specific incentive programs the state offers. Economic Development Initiative Fund

KSA 79-4804 establishes the EDIF. The statute indicates that expenditures from the fund shall be used generally for: supporting and enhancing the existing economic foundation of the State; fostering growth through the expansion of current businesses, and the establishment and attraction of new, commercial, and industrial enterprises.

  • Population Data: Kansas Certified Population Certified to the Secretary of State by Division of the Budget on July 1, 2025
  • Major Employers Data: Kansas Department of Labor, Kansas Labor Market Information Employer Data July 2025
  • Unemployment Rate: Annual Unemployment rate per county provided by the Kansas Department of Labor Local Area Unemployment Statistics
  • All other local data: 2023 American Community Survey 5-year estimates 2019-2023
